Arthur served as a midshipman and junior officer in the Royal Navy, rising to the rank of Rear Admiral. He was in command of HMS Rosario from 22nd January 1874 to 12th October 1875 when the vessel was on the Australian station, based in Sydney. The Rosario participated in operations against "black birding", the illegal kidnapping of Pacific Islanders for the Queensland sugar plantations, and was the ship that went in chase of the notorious Bully Hayes.
