Bampfylde succeeded his father in the barony in 1858. He sat on the Liberal benches in the House of Lords and served in the first Liberal administration of William Gladstone as Treasurer of the Household from 1872 to 1874. In 1872 he was sworn onto the Privy Council. He was appointed Commanding Officer of the 1st (Exeter & South Devon) Rifle Volunteer Corps on 27th September 1865.
In 1883 the Bampfylde estates were probably around 20,000 acres. The second baron, whilst farming and working in the financial sector spent heavily on the family's two properties Poltimore and Court Hill. With the benefit of hindsight this turned out to be a mistake. Two unpredictable events exacerbated the problem. With the approach of World War 1 the national focus was on emergency food production and the family was hit by two sets of death duties in under 10 years.
