He was ordained in 1875 and began his career as a curate at Holy Trinity Church, Tunbridge Wells and later became Principal of the CMS Training College, Ningpo, China from 1878 to 1898.
His last post was as Bishop of Victoria, Hong Kong where he also became Warden of St Paul's College, Hong Kong. A memorial book in St. John's Cathedral reads:

He was 22 years missionary in Mid-China where he founded Trinity College, Ningpo. As Bishop of this Diocese he had oversight of the Church in Fukien and South China. In the 55th year of his age he was drowned while returning from a preaching tour with 4 Chinese students of St. Paul's College during the great Typhoon on 18th September 1906.
Rev. Hoare and his second wife Ellen Gough had 6 children.
