At Trinity (admitted 17th October 1856) Francis was 12th Wrangler (BA, 1861) and 1st in 2nd class Classical Tripos. He was a scholar (1859) and a Fellow of Trinity (1863), (MA 1864; LL.M 1874) From 1861 to 62 he was an Assistant Master at Wellington College; and from 1862 to 1875 the same at Rugby. In 1873 he was appointed Head Master at the High School, Newcastle under Lyme, Staffordshire, a post he held until 1891. He was a County Alderman and County Justice in 1892 and served as Assistant Commissioner to the Royal Commission on Secondary Education, and reported on the Educational State of Lancashire in 1894. In 1895 he was appointed Chairman of County Technical Instruction Committee and Deputy Chairman of the County Education Committee in 1903.
Publications included 'The Psalms Chronologically arranged by Four Friends'; 'Rugby Memoir of Archbishop Temple', 'Geometrical Notebook' and 'Naked-Eye Botany'. He lived at Oulton Old Hall, Stone, Staffordshire.
