Charles was the son of Rear-Admiral Charles Hope (1798-1836) and Anne Webley-Parry, daughter of Rear Admiral William Henry Webley Parry CB. They had married on 12th September 1826. He was ADC to Her Majesty Queen Victoria and a Fellow of the Royal Geographical Society
He entered the Navy in 1841, promoted Lieutenant 11/05/1848, Commander 02/08/1854, Captain 15/05/1861 and Rear Admiral 01/08/1877.
