At the time of the 1911 census he was an agricultural student but by the outbreak of war had served for a period of time in the Malay States Volunteer Rifles.  Whilst Hill-Lowe initailly enlisted in the King Edward's Horse, on 18th April 1915 he was commissioned as a 2nd lieutenant in the North Irish Horse.  On 16th November 1915 he embarked for France with F Squadron of the North Irish Horse.  He was promoted to the rank of lietenant two days later.  The squadron diary makes two references to the activities of liuetenant Hill-Lowe.  On 26th May 1916 he and Sergeant Brunsdon established an observation post in the trenches, and four days later he formed a class to teach the men how to use the newly-arrived Hotchkiss machine-guns.

In June 1916 F Squadron (re-named B Squadron) joined with C Squadron and the 6th (Inniskilling) Dragoons Service Squadron to form the 2nd North Irish Horse Regiment.  Hill-Lowe remained with B Squadron, the regimental diary noting on 14th March 1917 that he led a trench digging party to the front.  In September 1917 the 2nd North Irish Horse Regiment was dismounted and absorbed into the 9th Battalion, Royal Irish Fusiliers.  Hill-Lowe was transferred to the new battalion but due to an injury he instead returned home.  On 31st October 1917 he left the battalion's service and returned to the North Irish Horse at Antrim.  He was promoted Captain on 6th April 1918.

On 23rd March 1920 Captain Hill-Lowe resigned his commission in the North Irish Horse.  However, at the beginning of 1921 he took a commission as a lieutenant in the Shropshire Yeomanry.  He beacame a coptain in the Shropshire Yeomanry on 3rd May 1922 and remained with that regiment until he resigned on 4th October 1928.

His family home was Court of Hill, near Ludlow, Shropshire.
